The South Carolina Silver Haired Legislature (SCSHL) was created in 1999 by the South Carolina General Assembly and signed into law by Governor James H. Hodges. The SCSHL held its first organizational session at the Capital Senior Center in Columbia, SC on July 14, 1999.

The first legislative session was held in the House Chamber of the South Carolina State House on September 14–15, 1999.

The unicameral body is comprised of County Representatives all registered voters over age sixty.  These Representatives are elected by each county on a ratio of one each per 5,000 South Carolinians in the county over age 60 as denoted in the latest US Census.

The South Carolina Silver Haired Legislature meets in September in even-numbered years in legislative session in Columbia, SC to formulate the resolutions that will be presented to the South Carolina General Assembly the following January.

When the South Carolina Silver Haired Legislature assembly is not in session, governance is by the Board of Directors, a twenty six member group that includes the officers, the caucus chairs, and one additional member from each caucus.

The 10 caucuses work directly with the South Carolina Area Agencies on Aging (AAA).  Interested persons may get in touch with the caucus chair or the AAA in their area.
